Manchester is also included in Tier 3, while Liverpool and London have been added to the less restrictive Tier 2, which means pubs and restaurants can reopen as long as they serve an extensive meal.
The tiered system has been strengthened as the original rules were in place before the lockdown, and many more areas have been set up in the higher tiers to keep infection rates down.
Mr Hancock said, « Thanks to the hard work and sacrifice of people across the country, we are able to move from national lockdown to more targeted local, graduated restrictions.
« I know this is going to be an especially difficult time for those of you facing Tier 3 restrictions, but I want to assure you that we are backing your areas with mass community testing and additional funding will.
The Presidents of the Council of Lancashire had made a proposal to the government to split the county into two different levels after the national lockdown was lifted. However, this proposal was not accepted by the government.

The Department of Health said decisions about levels were based on a number of factors, including case detection rates in all age groups, and particularly those over 60.
How fast case rates rise or fall was also taken into account, as was local pressures on the NHS, including current and projected capacity.
The final decisions were then made by Prime Minister Boris Johnson on the Covid Operations Committee, the government said.
Level Two – The rule of six applies outdoors, but there is no household mix indoors
Level three – can only hit other households in outdoor public areas such as parks, where the rule of six applies
The Minister of Health said level 3 areas are being supported by NHS Test and Trace and the armed forces to conduct a six-week rapid community testing program that uses rapid cross-flow tests that provide results within an hour.
