Two months after Joyce Echaquan’s death, Daniel Castonguay, CEO of the Lanaudiere Integrated Health and Social Services Center (CISSS), was fired in circumstances that shocked Quebec.

The Legault administration announced this change in a statement Wednesday evening with a series of nominations for the Council of Ministers without much fuss.

Castonguay will be temporarily replaced by Caroline Barbir, the former General Manager of the Lanaudière Regional Hospital Center who became President and CEO of the Sainte-Justine University Hospital in 2018. She will take on both jobs, according to the Ministry of Health.

The Legault government made this decision because it had become apparent that the relationship of trust between the indigenous community and the leadership of the Lanaudière CISSS had been broken, according to the Canadian press.

For this reason, the Council of Ministers approved the decision the previous Wednesday after seeing the report by Lise Verreault, who was appointed in mid-November to investigate allegations of racism against indigenous peoples who came to Joliette Hospital for medical care.

Their observations were clear: at that point it was impossible to re-establish bridges between the indigenous community of Manawan, from which Joyce Echaquan came, and the direction for the Lanaudière CISSS, said a source close to the conversation on condition of anonymity.

The decision was unanimously adopted by the Board of Directors of CISSS, according to the same source.

On Sept.. . 28, Joyce Echaquan filmed herself in a hospital bed in the moments before her death. In a video that was widely shared on social media, viewers could hear staff insulting the patient who said she was in pain.

With this latest nomination, the Legault government will undoubtedly seek to demonstrate its willingness to forge better relationships with indigenous communities.

« Ms. Barbir’s roadmap is impressive and testifies to her many years of experience as a high-level manager in health and social services, » said Christian Dubé, Minister for Health and Social Services.

« She will know how to restore trust in indigenous communities and address the most important cases of this establishment, together with her team and partners, » Dubé said in a written statement.

Her predecessor Daniel Castonguay, who has served as Director and CEO of CISSS since March 2015, has been transferred to another position in the healthcare sector based on the experience he gained during the COVID-19 pandemic, which could be very useful in the next 18 months (a period corresponding to the mandate he left).

« His first mandate will be to accompany the Department of Health and Social Services teams to prepare for a COVID-19 vaccination campaign across Quebec, » said Dubé.
